Please note that any horse that needs to move into the controlled area, or from one zone to another that does not comply with this protocol, would need a special exemption permit, which might be issued under certain conditions.

This is important to remember with movements from protection to surveillance or surveillance to free or protection to free zones, which do not normally require a permit for example a horse within 40 days of vaccination may not move, but under very specific conditions it may be allowed, but this requires application for an exemption permit.
